right.   it's my understanding the intention was to keep the weekend
on the 3rd weekend...and the weekend with the 2nd fri and 3rd sat was
chosen.

keep in mind that if the fall festival were to happen on the weekend
that was the 3rd fri and 4th sat, you would schedule on top of
richmond's regular dance, which is one of the things we wanted to
avoid...
