[Fallfest] Fall Festival Date

Personally, I don't recall how we defined the "3rd weekend" in October.  When 
the month starts on Saturday, is it the weekend which includes the 3rd Friday 
or not?  I don't recall nailing that down.  Or, even if we did, more 
importantly, it's what the rest of the contra dance world thinks that we're 
discussing.  So along with discussing how important the "3rd Weekend" is to them, it 
might be good to understand what they think it is.  Of course, how we determine 
that is not easy.
