[Fallfest] Fall Festival Date

Kymberlee,

There has been ongoing debate about whether the festival should always be 
on the third weekend in October. It forces us to compete with LEAF for 
dancers, bands and callers. The current crew thinks that the tradition of 
being the third weekend is more important than avoiding LEAF. Past crews 
have thought otherwise and future ones might, as well.

I personally vote against committing us to stick to the third weekend for 
all future festivals. I'm actually unsure about this year, though 21-23 
fits the description of third full weekend and puts it on the weekend that 
our Friday dance would otherwise be.
