[CC] Masking SSNs in PPRD

Dave,

Could we have a CC meeting to talk about the SSN issue? It is an issue 
that crosses all modules and will need some thought with regards to data 
entry and the ability to search for individuals in the database. There 
will also need to be some retraining for those users who will no longer 
have access to SSNs. If the goal is to greatly restrict access to SSN, 
then it would be helpful to hear the concerns from the team leaders of 
the other modules so we can address these in whatever plan we devise.
