[CC] Changes to the Banner Self service

Greetings to all!

Regarding to the "Common BSS Statistics" menu in BSS being tested,
I can say that the only people who is assigned with the "BSS_STATISTICS"
and "Web tailor administrator" roles can see the option.
If that is not good - let me know who exactly has to have ability to see it.

Common BSS Statistics is an area Andrey created for Alumnae so we can 
track usage of our self service product.
I'm probably the only one who will need to use it.
