[CC] Banner updates

The most recent update to Banner payroll (7.2.3.1) requires an update to WebTailor, which in turn
requires an update to the General module (to release 7.4).

While there are currently no other dependencies specific to General 7.4, all modules depend on the General
module, so changes to the General module can be more significant than one might otherwise expect.

Indhu will update the TEST instance to the current release of General and WebTailor.  It should be available
for testing by mid-week.  We would like to make sure that nothing is seriously broken before moving to
General 7.4 and WebTailor 7.4 in PROD.
